Building and Renovating in Luxembourg in 2017: PRIMe House Help

From January 1st, 2017, all new dwellings will have to comply with the so-called “AAA” energy standards. Renovation work will also have to orient themselves towards these same energy performance standards. The objective is to limit the energy consumption of housing and to promote renewable energies in order to limit their negative impact on climate and the environment. However, more performance entails more costs. We thus look at “PRIMe House” to help with the bills.
What is PRIMe House?
To help individuals, private and public developers, real estate companies and non-profit organizations that are committed to improving their energy efficiency, the Ministry of Sustainable Development and Infrastructure has provided investment aid.
Vous can apply for and benefit from this help if you are building an energy efficient house, renovating to improve your energy efficiency, equipping your home with a sun or wood heating system, a heat or photovoltaic pump, or a connection to the urban heating network. You can also benefit from assistance if you request advice from a myenergy certified company.
Grants for energy renovation
To qualify for renovation grants, the building must be more than 10 years old, an energy consultancy must have been carried out before the start of the works and, above all, the energy consultancy must have been completed before December 31st, 2016. Finally, the planned work must comply with the minimum requirements in terms of energy efficiency.
Exterior walls, roofs, floor tiles, windows… The higher the energy performance, the higher the amount of subsidy received. You may also receive a subsidy to install ventilation with heat recovery.
Finally, an assistance bonus may be granted if, after the work is completed, the energy efficiency level has gone up by 2 and the new level has reached either A, B or C.
Grants for new construction
To qualify for construction grants, the energy performance of the planned building must first reach levels AAA or BBB, with controlled mechanical ventilation with heat recovery, and without a fixed active air conditioning system.
For an AAA dwelling, the grant amount will depend on the date of application for the building permit, and on a planned completion of the works before December 31st, 2020.
For a BBB dwelling, the building permit must be dated to 2013 and the works must be completed by December 2017 at the latest.
If you are planning a solar shading control system or a geothermal heat exchanger, it might be possible to obtain additional grants.
Grants for renewable energy sources
They apply to both construction and renovation projects, and are limited to a maximum amount depending on the type of work being done.
Using solar energy, heat pumps, wood-fired heating or connections to urban heating will entitle you to grants, provided that the invoices are dated between January 1st, 2013 and December 31st, 2020.

Individuals, companies, municipalities and experts will find all the information they need for construction or renovations according to these new compulsory energy performance standards.
