Expat Guide – Moving to Luxembourg: Declaring your Dog

When you move to Luxembourg with a dog, or if you want to buy one locally, you must declare it to the municipal administration of your place of residence.

Luxembourg legislation imposes this declaration in order to make dog owners aware of the safety measures required.

To declare your dog, you have:

  • 4 months from its birth,
  • 1 month from its acquisition.

An electronic identification is mandatory for all dogs present in the Grand Duchy. It must be carried out by a certified veterinarian if your pet is not already tagged in this manner.

You will be asked about the breed of the animal, as well as about any vaccinations which it has thus far received.
You will also have to get a civil liability insurance with a Luxembourg company, or a company authorized to operate in Luxembourg. It must ensure the possible damages caused by your dog to third parties, as well as cover your civil liability and that of the members of your family.

If your dog is considered a potentially dangerous breed, you will need to:
  • Be an adult and have a clean criminal record,
  • Perform and successfully complete training classes with your pet,
  • Get a diploma following the mandatory training classes,
  • Certify the date of the animal’s castration by a veterinarian (depending on the breed).

A proof of declaration will be given to you by your municipality. From there, an annual tax will be asked. This is set by the municipalities and is of €10/year at a minimum. Check with your municipality of residence to confirm the exact amount. It is not payable until the 1st of January following your arrival.

Good to know:
Guide dogs for blind and handicapped persons, as well as army, Grand Duchy police, customs and rescue dogs are not subject to this tax.
